"San Mateo County declared a local emergency and the state followed suit yesterday, a move officials hope help reimburse the cost of keeping the Office of Emergency Services open all weekend and cleaning up the storms that had flood water lapping at the women’s jail. The declaration of a local emergency is the first step toward securing state and federal funds, said County Manager John Maltbie…Schwarzengger added San Mateo County Tuesday although Maltbie cautioned the distinction doesn’t mean money will be on its way…San Mateo County declared a state of emergency last winter but is still waiting to recoup costs. The federal government did not recognize the county as an emergency area but the state is still an option, Maltbie said."
