Access Update: La Honda Creek Open Space Preserve by Karl Lusebrink
At the March 5th meeting of the La Honda Public Access Working Group (PAWG), the majority of members present voted to recommend that Midpen Planning and Natural Resources Committee (PNR) analyze feasibility of four sites. The PNR, and the Board of Directors in turn, can clarify, modify or reject the recommendations in open meetings. The April 21st meeting was postponed due to Covid-19 precautions. Midpen will notify us about future meetings. All meetings offer an opportunity for public feedback.
The four recommended feasibility studies would look at the potential for (1) adding equestrian access near the Sears Ranch Rd. gate, (2) some non-parking amenities about one mile into the preserve on Harrington Creek Trail, and, in the areas near (3) Gate LH07 and (4) the Red Barn, some form of low-volume, out-of-view, controlled access parking.
Midpen heard many La Honda residents, including PAWG members, speak out against developing access at the Red Barn. Midpen also hears demand from Bay Area voters for additional Open Space access. Until they do a feasibility study, the issue of an access point near the Red Barn would likely continue to arise. However, if the study indicates that safe and effective access is not feasible, that should close the issue. On the other hand, analysis could show that safety might be improved by a careful access design.
It is still early in a painstaking process that can take several years, with many public meetings and opportunities to improve the outcome. A feasibility study is the next step, where consultants are hired to draw up preliminary engineering designs. They collect data and evaluate factors like safety, aesthetics, habitats, cost, topography, and trails. They consult with Caltrans, California Dept. of Fish and Wildlife, County of San Mateo, and others. The public gives input on design alternatives.
When a preliminary design appears to be feasible, it evolves into a detailed conceptual design. Once approved by the Board, it goes to CEQA-compliant environmental review. More technical studies, public input, and formal reviews by regulatory agencies occur during this time.
Plans for access to La Honda Creek Open Space Preserve are still taking shape. They could have a significant impact on La Honda and Highway 84. It’s up to each of us to monitor developments and make our viewpoints heard. Thanks to all of you who have spoken up.
